Gloria Afful-Mensah

Dr. Gloria Afful-Mensah is a Senior Lecturer in Economics at the University of Ghana. She holds a PhD in Economics from the University of Milan and has undertaken advanced training in gender analysis in economics at American University in Washington, DC, where she was a visiting fellow in the Program on Gender Analysis in Economics. Her research focuses on gender and health economics, poverty, inequality and development.

Gloria’s recent research examines women’s economic empowerment, gender-responsive taxation and fiscal policy, unpaid care, and women’s roles in agricultural transformation. She is a researcher on the Women’s Economic Empowerment–Ghana project, funded by the William and Flora Hewlett Foundation, where she leads research on the gender dimensions of domestic resource mobilisation. She has contributed to international research on gender equality, public finance and care, including a Ghana case study for the Brookings Institution on taxation, fiscal policy and gender equality. Her recent publications include studies of Ghana’s care economy and the changing role and challenges of women in agriculture. Gloria also serves as a consultant for the Network for Women’s Rights in Ghana (NETRIGHT), analysing taxation and national budgets from a gendered perspective to support evidence-based policy advocacy.
