Lawrence S. Cooley

Lawrence is the founding President Emeritus of Management Systems International (MSI), with over four decades of experience in strategic management, public-sector reform, and international development. He has advised governments and international organizations, led high-profile public-management projects, and co-developed methodologies for policy change, scaling innovation, and results-based management. A summa cum laude graduate of Colgate University, he holds advanced degrees from Columbia (Economics), Princeton (Public Policy), and Cranfield (Management). Cooley is a Fellow of the National Academy of Public Administration and chairs an international community of practice on scaling development outcomes.
