Helmut Schwarzer is Head of the Public Finance, Actuarial and Statistical Services Unit of the International Labour Organization’s (ILO) Social Protection Department in Geneva since December 2021. Previous positions were Researcher at the IPEA (Applied Economic Research Institute, Brasília), Undersecretary for Social Security (2003-2010) and for the Bolsa Família programme (2015-16) both in Brazil, as well as Senior Specialist for Social Security at the ILO Social Protection Department in Geneva (2010-2015) and at the ILO Country Office for Mexico (2016-21).
Helmut Schwarzer holds a postgraduate degree in Economics and Economic Development at the Universidade Federal do Paraná (Curitiba/Brazil) and Freie Universität Berlin (Germany).
