Dominique LIBAULT is the President of the French High Council for the Financing of Social Protection (Haut Conseil du financement de la protection sociale), and the Director-General of the National School of Social Security (Ecole nationale supérieure de Sécurité sociale (EN3S)). The latter is a school that specializes in training senior executives of French social security.
Dominique Libault is the Former Director of the French Social Security Directorate (the DSS). He is a graduate of the Institute of Political Studies (IEP) and the National School of Administration (ENA).
In 2019, Dominique Libault was appointed by the Prime Minister to lead the consultation and to conduct reform proposals about old age and autonomy. He submitted the first report entitled “Concentration, old age and autonomy” to the French Prime minister. The second report, entitled “Towards a territorial public service of autonomy”, was published in March 2022.
